Smart Bidding — AI-directed auction-time bidding
Google Ads Smart Bidding uses Google AI/machine-learning predictions to automatically determine auction-specific bids for conversion and conversion-value objectives within advertiser-configured campaign targets and spending controls. It does not create campaigns, choose the advertiser's budget, or carry unrestricted spending authority.
Recorded characteristics
- Function
- Google's models evaluate auction-specific context and make predictions about how different bidding amounts may affect conversions or conversion value. Smart Bidding uses those predictions together with advertiser-configured objectives and targets to set a bid automatically for an individual advertising auction without human approval of that bid. The model prediction and Smart Bidding's optimisation/bid-setting machinery are distinct: public evidence does not state that the machine-learning model itself emits the final monetary bid as its raw output. AI causal chain: advertiser configures campaign + objective + spending controls/target → auction occurs → Google AI/ML evaluates auction-specific contextual signals → model predicts conversion probability and/or conversion value → Smart Bidding uses those predictions to calculate/set an auction-specific bid → bid automatically enters Google's live advertising auction → wider auction mechanics determine outcome and resulting charge/spend. Category boundary: Category 2 — model judgment materially determines an automatically executed consequential action. The human establishes the advertising mandate and financial/commercial envelope; Smart Bidding retains runtime discretion over the individual auction bid. Pre-authorisation does not mean the human has predetermined each auction-level action. Target CPA: Target CPA is an average desired cost per conversion. Google automatically determines auction-specific bids, and individual conversions can cost more or less than the target. The target is therefore not a deterministic per-auction bid instruction and is not a hard bid ceiling. Maximize Conversions: Google documents Maximize Conversions as using Google AI to set bids and tailoring bids for individual auctions while operating against the advertiser's campaign budget. The human chooses budget/objective; Smart Bidding determines auction-specific bidding allocation inside that mandate. Google does not independently choose the advertiser's overall advertising budget. Financial/commercial effect: the automatically determined bid enters a live advertising auction and materially influences advertising-inventory acquisition and resulting campaign expenditure. Bid versus charge: bid ≠ final charge. Google documents that actual CPC can be lower than the advertiser's maximum bid, and auction mechanics including Ad Rank, competition, thresholds, quality and context contribute to the outcome. Smart Bidding determines the advertiser's auction-specific bid input; wider auction mechanics determine the result and applicable charge.
- Data access
- Google states that Smart Bidding evaluates auction-time contextual signals (for example device, location, time and other auction context) to predict conversion probability and/or conversion value. The complete signal set, feature weighting and training corpus are not publicly established.
- Actions
- Can take actions
- External actions
- Yes
- Human confirmation
- Not required
- Permission basis
- Not established
- Administrative control
- Advertisers configure the campaign, Smart Bidding strategy, objective, optional targets (for example Target CPA / Target ROAS) and spending controls beforehand, and can change or revoke strategy, budget and targets for future auctions. Smart Bidding can apply at campaign level or across multiple campaigns through portfolio strategies, including documented cross-account portfolio arrangements where applicable. Google provides operational information including strategy status, targets, performance reporting, simulations and related bidding information; this is operational reporting, not complete AI provenance — reconstruction of individual auction → complete contextual feature vector → exact model prediction → exact optimisation calculation → final bid is not documented. Budget qualification: the advertiser establishes campaign spending controls. The average daily budget is not universally a hard daily ceiling: Google currently documents that campaigns may spend up to twice the average daily budget on a given day while applicable monthly charging limits constrain what the advertiser is ultimately charged. These limits are recorded conservatively and are not asserted to apply identically to every campaign type. Reversibility: advertisers can change or revoke Smart Bidding strategy, budget and targets for future auctions. A bid already submitted into a completed historical auction cannot meaningfully be withdrawn after the auction has occurred, and an already-served advertisement cannot be unserved. Future strategy changes, credits, billing corrections or refunds are not reversal of the original auction-level action. Blast radius: direct action unit — individual advertising auction. Configured scope — campaign; potentially multiple campaigns through portfolio strategies, including documented cross-account portfolio arrangements where applicable. Aggregate effect — potentially many automatically determined bids. Google's statement about the scale of bids it evaluates is not a per-advertiser claim. Universal maximum automated bid volume/value: Not Publicly Established.
- Default state
- Not established
- Availability
- Default state: Not established. Google documents how advertisers select/configure Smart Bidding strategies, which establishes configuration mechanics. It does not establish the universal default state of Smart Bidding across new Google Ads campaigns; "disabled" is not inferred from the ability to select a strategy, and "conditional" is not inferred from configuration variation. The default bidding strategy for new campaigns is Not Publicly Established. Current documented change (S03): from 17 August 2026, Google changed bidding systems for campaigns limited by budget and warned that this may cause temporary performance and traffic fluctuations. Its internal mechanism is not inferred. This notice predates the creation of this record and is retained as chronology, not as a Registry change event. Terminology (S02): Google documents June 2026 naming changes around Target CPA and Target ROAS and states that the underlying bidding behaviour remains the same. This is terminology evolution, not a capability change; the record is not bound to obsolete labels.
- Licensing
- Available within Google Ads campaigns that support Smart Bidding strategies. Google Ads advertising is paid through campaign spend; no separate licence for Smart Bidding is documented.
- External model or provider
- Google's own AI/machine-learning models ("Google AI"). No external model provider is documented. Exact production model architecture, model/version per strategy or auction, and model-update cadence are not publicly established.
- Limitations and uncertainty
- Outside action (yes): the AI/model-directed bid is automatically entered into a live Google-operated advertising auction and can affect advertising inventory acquisition and campaign expenditure. This record does not state that AI buys an advertisement, decides whether the advertisement appears, directly selects the amount Google charges, guarantees acquisition of an impression, or independently chooses the total advertising budget. Human confirmation (not_required): advertisers configure the campaign, strategy, objective, target and spending controls beforehand, but individual Smart Bidding auction bids do not require transaction-by-transaction human approval before execution. Prior configuration is treated as authorisation/configuration, not runtime confirmation. Permission basis (not_established): public evidence does not establish the internal execution identity/principal used for individual auction bids. user_permissions, separate_permissions and dedicated_agent_identity are not inferred. Explicit negative controls / exclusions (not evidence for this record): Manual CPC; advertiser-set fixed bids; Maximize Clicks; Target Impression Share; customer-authored automated rules; customer scripts; deterministic manual bid adjustments; deprecated Enhanced CPC / ECPC; campaign creation; campaign objective selection; budget selection; unrestricted financial authority; direct final-charge selection; guaranteed auction wins; independent selection of total advertising budget; unrelated commercial transactions. Failure / degraded mode: not inferred. Model-service failure behaviour, fallback bid, previous-bid reuse, deterministic degraded mode, retry semantics and any fail-open/fail-closed equivalent are Not Publicly Established. Monitoring limitation: The relevant Google Ads Help pages are publicly retrievable and their substantive article content is stable, but the pages inject a changing numeric value into the retrieved header. Under the Registry's current normalization/fingerprinting implementation this causes a different fingerprint on otherwise substantively identical fetches. Automated monitoring was therefore rejected to avoid persistent false-positive change detection. No monitor is attached to this record. Not Publicly Established: exact production model architecture; exact model/version per strategy or auction; complete training corpus; complete signal set; exact feature weighting; exact conversion-probability formula; exact conversion-value formula; exact auction-level bid-generation formula; individual model confidence; complete model-decision provenance; complete individual-auction explanation; universal maximum auction bid; universal maximum aggregate Smart-Bidding-controlled spend; degraded-mode behaviour; model-service failure behaviour; fallback bid logic; cross-account learning boundaries; exact model-update cadence; identical behaviour across every Smart Bidding campaign type; complete customer reconstruction of an individual AI-derived bid; exact internal execution principal/identity; whether every individual auction bid is persistently exposed after the auction; default bidding strategy for new campaigns; internal effect of the 17 August 2026 bidding-system change. Verification (partially_verified): the core public causal chain is strongly verified; substantial internal model, execution, provenance, failure and universal-behaviour details are not publicly established. No GA date is inferred.
