Oracle documents that the Quote to Purchase Requisition Assistant converts supplier quotations into purchase requisitions: it extracts data from a supplier quotation PDF, uses AI to map that information to the fields for creating a purchase requisition, and then creates the requisition. Oracle states the requisitions are always created in draft mode, allowing users to validate the data before submitting them for approval, and that users are notified when a requisition is created successfully or when errors occur. Oracle documents three invocation mechanisms for the same conversion: an email trigger (introduced in update 25D and reconfigured in update 26C to be set up inside AI Agent Studio), initiation from chat by uploading a quotation (update 26B, delivered as the seeded Quote to Purchase Requisition Chat Assistant), and initiation from the Self Service Procurement home page menu (update 26C).
Data access
Oracle documents that the capability processes supplier quotation files: text-based PDF attachments only, with image-based ("scan to PDF") files not supported, and a file size limit of 50 MB. Where the email trigger is used, the agent reads emails forwarded to a configured Google-hosted or Microsoft-hosted inbound email account; only emails with attachments are processed, quotations in the email body are ignored, multiple attachments are not supported, and only emails from users with an active requisition preference are considered. Oracle states that extracted information is mapped to the fields for creating a purchase requisition but does not publish a complete list of the requisition fields populated. Oracle does document two supporting derivations: a purchasing category suggestion model, prepared by a scheduled job and trained on agreements and purchase orders, that suggests a category from the line item description, and a vector index of Fusion units of measure, loaded by the Self-Service Procurement Vector Index Generator agent, that is used to derive units of measure from supplier quotations.

An administrator must create an instance of the seeded "Quote to Purchase Requisition Assistant" agent in AI Agent Studio, using either Copy Template or Use Template, and publish that instance. Depending on the invocation mechanism, the administrator then links the instance: for the menu entry, by entering the agent instance code in the "Create Requisition from Supplier Quote AI Agent Code" common property of the Purchase Requisitions page in Oracle Visual Builder Studio; for email, by configuring an inbound email account and schedule under the Credentials and Triggers tabs in AI Agent Studio (previously an internet account plus the Process Emails for Procurement Transactions scheduled job); for chat, by creating a Guided Journey containing a Workflow Agent task and adding it to a Redwood page with Visual Builder Studio. Administration of these agents requires the PRC Intelligent Agent Management duty roles and the Fai Genai Agent PRC Administrator duty role. Oracle states the menu entry cannot be conditionally hidden once an agent code is configured; access is instead restricted by specifying a role on the agent team and withholding it, in which case users attempting to submit a quote receive an access error.

Oracle does not label the feature as preview or limited availability in this documentation. End users require a configured job role containing the Fai Genai Agent Runtime duty role, with permission groups enabled, plus access to the pages where the agent is enabled; menu invocation additionally requires the Access Intelligent Agent Chat privilege, and chat invocation is delivered through Guided Journey.

Limitations and uncertainty
The capability stops at a draft purchase requisition: Oracle states requisitions are always created in draft mode and that users validate the data before submitting them for approval. Oracle does not document the agent submitting requisitions for approval, approving them, or creating purchase orders. Only text-based PDF quotations up to 50 MB are supported; scanned image PDFs are not. Oracle does not publish the full list of requisition fields populated from a quotation, so the mapped field set is not established. Runtime identity differs by invocation mode and is only partly documented: for email-triggered processing Oracle states the person scheduling the job or setting up the email trigger needs the Requisition Management Using REST Service aggregate privilege because the requisition is created via REST with another person specified as the preparer, described by Oracle as an app-to-app invocation; for menu and chat invocation Oracle documents end-user runtime duty roles and agent access but does not state the identity under which the requisition is written. Whether the capability performs any state-changing action in a system outside Oracle Fusion Cloud is not established; reading a supplier quotation from a hosted mailbox is not documented as a state change. Documentation for earlier invocation mechanisms remains published alongside the newer ones, and the 25D setup path using an internet account and the Process Emails for Procurement Transactions scheduled job is described by Oracle as no longer required as of the 26C email trigger.
