Payroll Agent
A Workday-built conversational AI agent for Workday Payroll, used by payroll practitioners in Workday Chat. It retrieves payroll data, answers payroll questions, identifies missing or outdated critical payroll data and configuration, and analyses the cost impact of minimum wage rate changes. Workday's administrator documentation establishes a limited set of actions the agent performs for users — including initiating a job that notifies workers missing payment elections and, in the United States, finding and updating expiring FLSA worker period calendars — with human intervention where necessary. Workday does not document the agent calculating, submitting, approving, releasing or paying payroll.
Recorded characteristics
- Function
- Workday describes Payroll Agent as "an AI-powered conversational assistant designed to assist with Workday Payroll" made up of four separately enabled skills: Core Payroll Data Retrieval (basic information about workers, pay groups, companies and more; required for the agent and all other skills); Payroll Data Insights ("provides access to payroll knowledge and performs actions for users, involving human intervention when necessary"); Identify Missing Data and Configuration ("finds missing or outdated critical payroll data that requires intervening action from a payroll practitioner"), which in the United States can also find and update expiring FLSA worker period calendars and can initiate a Find Workers Missing Payment Elections job; and Minimum Wage Analysis, which analyses the employer-cost impact of new minimum wage rates for US states and Canadian provinces. Practitioners interact with the agent through Workday Chat. Workday's marketing page additionally claims the agent automates end-to-end payroll workflows, catches and fixes payroll variants behind the scenes and continuously validates payroll, but its own FAQ narrows this to "suggests fixes that you can review and apply" — the mechanics behind the broader automation claims are not established in Workday's public documentation.
- Data access
- Workday establishes that the agent retrieves basic information about workers, pay groups and companies through the Core Payroll Data Retrieval skill; reads critical payroll data and configuration to identify missing or outdated items, including workers missing payment elections and expiring FLSA worker period calendars in the US; and reads minimum wage rates, tax setup and hourly plan assignments that enforce minimum wage in order to estimate impacted employer costs. Setup requires domains including Worker Data: Payroll (Payment Elections), Set Up: Payroll (Minimum Wages View) for the US and Canada, Set Up: Payroll (Taxes View) and Set Up: Minimum Wage Agent. At runtime Workday evaluates both the user's access to the agent and the user's access to the APIs the agent executes as tools, so the data actually reachable is bounded by the practitioner's own security. Workday does not publicly enumerate access to payroll results, historical payroll runs, compensation records or broader HCM data beyond the above.
- Actions
- Can take actions
- External actions
- Unknown
- Human confirmation
- Conditional
- Permission basis
- User permissions
- Administrative control
- The agent is not available until an administrator registers and activates it. Setup requires the Reports: AI Agent Security domain and the Agent Compliance, Agent Management Hub, Manage: Agents, Reports: Agent Reporting and Setup: Agents domains in the Agent System of Record functional area. In the Agent Management Hub the administrator registers Payroll Agent from the Unregistered Workday Agent tab, opens Configure Agent, enables each skill individually (Core Payroll Data Retrieval is mandatory for the agent and all other skills), selects the security groups in the Available To prompt for each skill, and clicks Activate. Those security groups must also hold permissions to the domain or business process security policies securing the agent's tools; the View Security for Agent Skill report shows each skill's tool APIs and the corresponding policies. The agent can be deactivated and reactivated at any time from the Agent Management Hub, and deactivating it automatically deactivates its ASU. The Minimum Wage Analysis skill requires enabling the Set Up: Minimum Wage Agent domain, editing its security policy, activating pending security policy changes and selecting the Minimum Wage Background Scheduler in Edit Tenant Setup - Payroll. Worker notifications for missing payment elections follow the Payroll tab of Edit Tenant Setup - Notifications, with an optional delivery override, notification routing rule and customisable email template. Workday recommends organisations "establish best practices for reviewing, editing, and verifying the accuracy of AI-generated content before use."
- Default state
- Disabled
- Availability
- Generally available. Workday's administrator guide documents Payroll Agent as a Workday-built agent available to all Workday Payroll countries, used through Workday Chat, with a customer-facing marketing page, FAQs and named customer outcomes. It supports US English only, cannot be used in proxy sessions, and retains only the last 20 interactions. Some skill functionality is country-specific: Minimum Wage Analysis covers US states and Canadian provinces only, and finding and updating expiring FLSA worker period calendars applies to Payroll for the U.S. Workday does not document geographic hosting restrictions beyond these skill-level scopes.
- Licensing
- Requires Workday Payroll. Availability depends on the customer's subscription service agreement: under the Universal Main Service Agreement the feature is automatically available and data contributions should stay enabled for full agent functionality, while Main Service Agreement customers must opt in to UMSA and enable the feature through Innovation Services. UMSA is required for both non-production and production tenants for Workday-built agents. Production use requires opting in to the Workday Flex Credits and Platform Entitlement Policy, and agent usage consumes Flex Credits.
- External model or provider
- Not established
- Limitations and uncertainty
- Workday's marketing claims and its technical documentation do not match in scope, and the record follows the documentation. The marketing page claims the agent automates end-to-end payroll workflows, continuously validates payroll and catches and fixes payroll variants behind the scenes; the same page's FAQ says it "suggests fixes that you can review and apply", and the administrator guide describes a conversational assistant with four skills. The mechanism behind the broader automation claims is not publicly documented and has not been recorded as operational authority. Documented writes are narrow: the Payroll Data Insights skill "performs actions for users, involving human intervention when necessary" without Workday enumerating those actions; the Identify Missing Data and Configuration skill can find and update expiring FLSA worker period calendars for Payroll for the U.S., and initiating the Find Workers Missing Payment Elections job causes Workday to send My Tasks and optional email notifications to affected workers. Workday does not document the agent calculating, recalculating, initiating, submitting, approving, releasing or finalising a payroll run, and does not document it moving money or making payments. The exact per-action approval mechanism is not documented: Workday states human intervention "when necessary" and recommends review of AI-generated content, but does not specify which actions require confirmation, so human confirmation is recorded as conditional rather than required. External actions are recorded as unknown: worker email notifications are sent by Workday's own notification framework, and no agent-originated state change in a system outside Workday is documented. Workday does not identify the model or provider behind the agent. Other documented limits: US English only, no proxy sessions, only the last 20 interactions retained, the agent can misinterpret questions or present unexpected results, it may respond to questions unrelated to its skills, and minimum wage cost estimates appear only after 01:00 PST the following day and cover only impacted workers on an hourly plan assignment that enforces minimum wage.
Evidence
- Set Up Identify Missing Data and Configuration Notifications for Workers Missing Payment Elections (Workday Administrator Guide)
Supports: Data access · Actions · External actions · Admin controls · Primary source
Notifications for workers missing payment elections require the Worker Data: Payroll (Payment Elections) domain in the Core Payroll functional area.
"Workday automatically sends My Tasks notifications to workers missing payment elections when you: Enable the Identify Missing Data and Configuration skill for the Payroll Agent. Use the agent to initiate the Find Workers Missing Payment Elections job." Optional email notifications can additionally be delivered to those workers.
Worker notifications resulting from the agent-initiated job are delivered through Workday's own notification framework, including optional email delivery configured in Edit Tenant Setup - Notifications; this is Workday-managed messaging rather than a documented agent-originated change of state in an external system.
Worker notification behaviour is governed by the Payroll tab of Edit Tenant Setup - Notifications, with an optional delivery override, notification routing rule, and a customisable Missing Payment Elections email template that must be configured before the agent is used to identify affected workers.
- About Payroll Agent (Workday Administrator Guide)
Supports: Function · Data access · Actions · External actions · Human confirmation · Availability · External model · Limitations · Primary source
"Payroll Agent is an AI-powered conversational assistant designed to assist with Workday Payroll." Skills: Core Payroll Data Retrieval (required for the agent and all other skills); Payroll Data Insights, which "provides access to payroll knowledge and performs actions for users, involving human intervention when necessary"; Identify Missing Data and Configuration, which "finds missing or outdated critical payroll data that requires intervening action from a payroll practitioner"; and Minimum Wage Analysis.
Core Payroll Data Retrieval "enables the agent to retrieve basic information about workers, pay groups, companies, and more"; Identify Missing Data and Configuration reads critical payroll data and configuration, including US FLSA worker period calendars; Minimum Wage Analysis reads minimum wage rate changes for US states and Canadian provinces.
Payroll Data Insights "performs actions for users, involving human intervention when necessary". Country-specific example given: "You can only use the Identify Missing Data and Configuration skill to find and update expiring FLSA worker period calendars for Payroll for the U.S." Workday does not document the agent calculating, submitting, approving or paying payroll.
Workday's technical description confines the agent to Workday Payroll data, skills and Workday Chat; no state-changing action in a system outside Workday is described.
Payroll Data Insights performs actions for users "involving human intervention when necessary", and Identify Missing Data and Configuration surfaces items "that require intervening action from a payroll practitioner". Workday does not specify which actions require confirmation.
"It is available to all Workday Payroll countries." Some skill functionality is country-specific, including US-only FLSA worker period calendar updates, and Minimum Wage Analysis covers US states and Canadian provinces only.
Workday does not identify the model or provider used by Payroll Agent in its administrator documentation.
The agent "can occasionally misinterpret questions or present unexpected results", supports U.S. English only, retains only the last 20 interactions, cannot be used in proxy sessions, has country-specific skill functionality, and may return responses to questions unrelated to its skills.
- Set Up Payroll Agent (Workday Administrator Guide)
Supports: Function · Data access · Human confirmation · Permission basis · Admin controls · Default state · Availability · Licensing · Primary source
"The Payroll agent provides task assistance, information retrieval, and data summarization through conversational AI." Practitioners access the agent through Workday Chat.
"At agent runtime, Workday evaluates both user access to the agent and the user access to the APIs the agent is executing as tools." The View Security for Agent Skill report lists each skill's tool APIs and the domain or business process security policies securing them.
"We recommend that you establish best practices for reviewing, editing, and verifying the accuracy of AI-generated content before use."
"At agent runtime, Workday evaluates both user access to the agent and the user access to the APIs the agent is executing as tools." Each skill is made available to selected security groups, which must themselves hold permissions to the domain or business process security policies securing the agent's tools.
Setup requires the Reports: AI Agent Security domain plus Agent Compliance, Agent Management Hub, Manage: Agents, Reports: Agent Reporting and Setup: Agents in the Agent System of Record functional area. The administrator registers the agent in the Agent Management Hub, configures and enables each skill, sets the Available To security groups per skill, and activates it; the agent can be deactivated and reactivated at any time, and deactivation also deactivates the agent's ASU. The View Security for Agent Skill report supports security configuration.
The agent must be registered from the Unregistered Workday Agent tab, configured with each skill enabled and assigned to security groups, and then activated; the Core Payroll Data Retrieval skill must be enabled for the agent to be usable at all. MSA customers must additionally opt in to UMSA and enable the feature through Innovation Services.
Workday-built agents require UMSA in non-production and production tenants; UMSA customers have the feature automatically available, while MSA customers must opt in to UMSA and enable it through Innovation Services.
Subscription service agreement determines availability (UMSA automatic, MSA opt-in through Innovation Services), and customers must opt in to the Workday Flex Credits and Platform Entitlement Policy for usage in production tenants; agent usage impacts Flex Credits.
- Payroll AI Agent (Workday product page)
Supports: Function · Actions · Human confirmation · Limitations · Primary source
Vendor FAQ: "The agent continuously validates payroll, catches glitches before paychecks are run, and suggests fixes that you can review and apply", and "provides instant updates on minimum-wage changes and flags data or configuration gaps before they impact paychecks". Broader page claims of automating end-to-end payroll workflows and catching and fixing payroll variants behind the scenes are recorded as vendor marketing, not as documented mechanics.
Vendor FAQ describes the agent suggesting fixes "that you can review and apply", and the illustrative use case describes the agent identifying a root cause and providing the fix while "looping Carla in for approval" — the administrator applies and approves.
"Does Payroll Agent replace human oversight? No. The agent automates end-to-end payroll workflows while maintaining human oversight and control." The use case describes the administrator being looped in for approval.
The product page's broad claims — automating end-to-end payroll workflows, catching and fixing payroll variants behind the scenes, getting payroll right 100% of the time — are not accompanied by any documented mechanism, and the same page's FAQ describes suggested fixes that the administrator reviews and applies. It also states that Sana orchestrates expert agents such as Payroll Agent, "with every action grounded in Workday data, permissions, and governance".
- Set Up Minimum Wage Analysis Skill (Workday Administrator Guide)
Supports: Data access · Actions · Admin controls · Limitations · Primary source
The Minimum Wage Analysis skill requires the Set Up: Minimum Wage Agent domain, Set Up: Payroll (Minimum Wages View) for CAN and USA Payroll, and Set Up: Payroll (Taxes View) in Core Payroll; cost estimates only include impacted workers who have an hourly plan assignment that enforces minimum wage.
A practitioner enters a query in Workday Chat about new minimum wage rates and the agent generates analysis of how the new rates impact employer costs; the output is displayed for payroll administrators to view, with no payroll change described.
The Minimum Wage Analysis skill requires enabling and editing the Set Up: Minimum Wage Agent domain security policy, activating pending security policy changes, and selecting the Minimum Wage Background Scheduler in Edit Tenant Setup - Payroll; results appear only after 01:00 PST the next day.
Minimum wage cost estimates are only displayed after 01:00 PST the next day and only include impacted workers with an hourly plan assignment that enforces minimum wage.
